Improving Transparency, Effectiveness, and Efficiency in California Government Act of 2026 (25-0040A1)$12 per signature
This constitutional amendment creates new rules for any new or higher “special taxes” (taxes limited to specific purposes). Before a special-tax initiative goes on the ballot, the California State Auditor must produce a pre-election financial + performance audit of the program(s) that would receive the new tax money—covering efficiency, outcomes, fraud/waste/abuse, accountability, and recommendations for at least 10% annual savings. The audit’s executive summary must be printed in the state voter guide after the LAO’s impartial analysis, and costs are reimbursed from new tax revenue if voters approve.
The measure also requires ongoing audits every 4 years for all special taxes enacted on or after Jan 1, 2026, and prohibits any new state tax from being exempted from the constitutional state spending limit (Article XIII B). The state may not impose/collect/enforce a new tax if it’s written to bypass that spending limit. Includes conflict rules, severability, and a “legal defense” provision triggering independent counsel if the Governor and Attorney General refuse to defend it.

Retirement and Personal Savings Protection Act of 2026 (25-0041A1)$12 per signature
Adds a new Article VIII to the California Constitution to protect retirement and personal savings from new state taxes that target ownership or control of personal property. For laws enacted on or after Jan 1, 2026, it bans any state law or constitutional provision that creates or collects a tax on the ownership or control of retirement holdings, individually-owned assets, and other forms of personal savings (held directly or indirectly). It also prohibits new state taxes that operate retroactively based on conduct, activities, or status before the tax takes effect (including prior residency).
Existing taxes first collected on or before Dec 31, 2025 are not affected, and real property taxation is unchanged. A limited exception allows certain legislative taxes to apply retroactively for up to 365 days only when revenues are expressly limited to declared emergencies or declared fiscal emergencies. “Retirement and savings” is broadly defined (pensions, 401(k)/403(b)/IRAs, mutual funds, personal property including financial assets, business interests, digital assets, and intellectual property). Includes conflict rules, severability, and a legal-defense provision requiring independent counsel if both the Governor and Attorney General refuse to defend the measure.

Accident Victim Protection & Fee Transparency Act (25-0022A1)$10 per signature
Protects automobile accident victims from attorney self-dealing. Guarantees victims keep at least 75% of their total recovery; standardizes what counts as reasonable medical expenses; raises proof standards for unpaid and future medical bills; bans kickbacks and conflicted referrals between attorneys and medical providers; and protects whistleblowers.

PROHIBITS NEW STATE LAWS THAT INTERFERE WITH RIGHT TO CONTRACT WITH AN ATTORNEY (25-0027A1)$10 per signature
Adds a new Article I, Section 33 to the California Constitution: the State may not deny or interfere with your right to contract with the attorney of your choice to protect or vindicate your legal rights. Preserves court authority over illegal/excessive/unreasonable fees; applies only to laws enacted on or after Jan 1, 2026; does not apply to government-appointed counsel or criminal cases; and includes conflict rules for competing measures.

Continue Tax on High-Income Earners (25-0016)$10 per signature
Continues an existing tax on high-income earners to maintain funding for public schools and medical care.

Billionaire Tax (25-0024A1)$10 per signature
Creates a one-time 5% tax on net worth above $1B (measured 12/31/2026) for California residents. Revenue goes into a protected fund: 90% for health care (Medi-Cal and safety-net providers) and 10% for K–14 education and food assistance. Includes valuation rules, anti-avoidance provisions, installment options, and legal validation procedures.

Building an Affordable California Act – “Cutting Red Tape” (Housing) (25-0023A1)$8 per signature
Modernizes CEQA procedures for specified “essential projects” (housing, transportation, water, health, clean energy, public safety, education facilities, broadband) by creating clear timelines, narrower analysis scopes, early tribal screening, shorter comment windows, and streamlined litigation while maintaining environmental standards.

University Support Staff First-Time Homebuyers Program (25-0018A1)$7 per signature
Gives California university support staff (such as janitors, cafeteria workers, and researchers) access to the existing first-time homebuyers program.

EXPANDS LIABILITY AND IMPOSES DUTIES ON RIDESHARE COMPANIES REGARDING SEXUAL MISCONDUCT (25-0029A1)$7 per signature
Requires rideshare companies (Uber/Lyft) to adopt fingerprint-based statewide + FBI background checks, bars drivers with serious violent/sexual convictions or sex-offender status, mandates investigations and (with survivor consent) law-enforcement notification, imposes a common-carrier duty of care, and makes platforms liable for damages from sexual assault/misconduct. Also requires monthly public reporting and in-app risk disclosures.

California Immunology Research & Cures Initiative (25-0026A1)$6 per signature
Authorizes $8.4B in general obligation bonds to fund immunology & immunotherapy research. Funds are split between a UC-affiliated nonprofit research institute and competitive grants to public/nonprofit institutions, with at least half targeting cancer, heart disease, and Alzheimer’s. Includes discounted CA pricing, revenue-sharing back to the state, admin caps, audits, and public oversight.

Limit Political Spending of Healthcare Unions (25-0021A1)$6 per signature
Limits the political spending of healthcare unions, restricting how much they can spend on political campaigns and related activities.

Cap Executive & Administrator Salaries at Public Health Systems (25-0009A1)$5 per signature
Caps salaries of healthcare executives, administrators, and managers at $450,000 annually.

Public Hospital Spending Requirement (25-0008A1)$5 per signature
Requires public hospitals to spend 90% of their revenue on programs that reduce patient costs.

Creates a first-time homebuyers program for middle-income families, funded via bonds rather than new taxes.

Napa County Open Space Protection – Napa County – $7 per signature
Countywide petition to protect and preserve open spaces in Napa County. Circulators may collect from registered voters within Napa County only.

5-County BART Upgrade Petition – $6 per signature
Five countywide measures paying $6 per signature to expand and upgrade the Bay Area’s BART system in San Mateo, Santa Clara, San Francisco, Contra Costa, and Alameda counties. The goal is to modernize trains and stations, improve safety and reliability, increase capacity, and support long-term transit growth. Circulators can collect from registered voters within each respective county.

Marin Health General Upgrades – Marin County – $10 per signature
Provides funding for Marin Health General to complete required upgrades and improvements.

Santa Clara Open Space – Santa Clara County – $10 per signature
Provides funding to protect and preserve natural open spaces throughout Santa Clara County.

Note: Campaign ended December 22nd, 2025.

San Francisco “Small Business and Economic Recovery Act” – San Francisco County – $10 per signature
Raises the small-business exemption to $7.5M in SF gross receipts (most firms under that amount owe no Gross Receipts Tax and are exempt from the Top Executive Pay Tax), accelerates the Top Exec Pay rate schedule to 2027, keeps revenues as general-purpose city revenues, and includes CPI indexing and conflict/priority rules.

CEO Tax – San Francisco County – $9 per signature
Creates a new tax on CEOs whose businesses gross at least $1 billion annually in San Francisco County.

Citywide petition in El Dorado to keep firefighters funded and maintain fire protection services.

Continues an existing tax in Oakland to ensure ongoing funding for 911 operators, firefighters, and EMS services.

Newport Beach Golf Course Preservation – City of Newport Beach – $15 per signature
Helps keep a historic Newport Beach golf course open.

Los Angeles Business Tax Repeal – City of Los Angeles – $15 per signature
Removes an existing tax on businesses located in the City of Los Angeles (LA city only).

BONUS STRUCTURE

1. Kimball Weekly Performance Bonuses

Weekly bonuses are available based on performance across the following five Kimball petitions:

  • Peach/White – Executive Pay

  • Purple/White – Clinics

  • Purple – Billionaire Tax

  • White – Uber Sex

  • White/Blue Stripe – Lawyer Choice

Bonuses are based on hitting the same number of signatures on each of the five petitions in a single week (Monday–Sunday):

  • 50 signatures on each of the 5 petitions → $0.75 bonus per signature on those 5 petitions for that week

  • 75 signatures on each$1.00 bonus per signature

  • 100 signatures on each$1.25 bonus per signature

  • 150 signatures on each$2.00 bonus per signature

  • 200 signatures on each$2.50 bonus per signature

All Kimball bonuses are paid after 100% processing and are invoiced separately from regular signature pay.

2. WEEKLY BONUS – FREE DRAWING

Start: Week ending Sunday, January 25th (ongoing weekly).

How it works:

  • For every set of 50 signatures on EACH of the issues listed below in a single week, a petitioner earns one free drawing ticket.

  • Multiple sets of 50 on each issue = multiple tickets.

  • Signatures must be submitted by the end of the week and meet a minimum 73% validity rate on these issues.

Weekly drawing (every Wednesday):

  • 3 tickets win $10,000 each

  • 3 tickets win $5,000 each

  • 3 tickets win $2,500 each

Issues that count for the Weekly Drawing (must each hit 50 sigs per week for 1 ticket):

  1. 1990 – Middle-Income New Home Loan Program (25-0013A1)

  2. 1995 – UC Staff Downpayment Loan Program (25-0018A1)

  3. 1998 – Health Care Union Political Spending Limits (25-0021A1)

  4. 1999 – Accident Victim Medical Expense & Attorney Fee Limits (25-0022A1)

  5. 2000 – Environmental Review Changes for Essential Projects (25-0023A1)

  6. 2006 – Immunology Research Bonds (25-0026A1)

Example: To earn 1 ticket in a given week, you’d need 50 signatures on each of the 6 issues above, all submitted that week at ≥73% validity. If you hit 100 on each issue, that’s 2 tickets, and so on.

Drawing bonuses are in addition to regular per-signature pay and any other eligible bonuses, and are paid after processing and validity review are complete.

3. PCI BONUS – Protecting Retirement Accounts & Government Transparency

A special campaign-long PCI bonus applies to the two new $12 statewide issues:

  • Improving Transparency, Effectiveness, and Efficiency in California Government Act of 2026 (25-0040A1)

  • Retirement and Personal Savings Protection Act of 2026 (25-0041A1)

PCI Bonus Terms:

  • If you collect 2,500 sets on these two issues over the course of the campaign, you qualify for the PCI bonus.

  • If both issues qualify for the ballot, you will receive an additional $2 bonus per signature on all signatures you collected on these two issues (retroactive), subject to final processing and validity.

This PCI bonus is on top of the base per-signature rate and any other applicable bonuses.

LODGING POLICY

Effective January 2026 – Out-of-State Petitioners Only

Eligibility

  • Lodging is only offered to out-of-state petitioners.

  • Lodging is not guaranteed and is subject to approval and availability, even if performance benchmarks are met.

Base Lodging Pay Reduction

  • When lodging is covered, your pay is reduced by $1.00 per signature, per issue you are carrying for that week.

Definition of a “SET”

  • 1 SET = 1 voter signing each petition you are carrying.

  • Example: If you are carrying 7 petitions and one voter signs all 7, that’s 1 set (7 signatures).

  • If you choose to carry fewer petitions, you must collect more total signatures to reach the same number of sets.

Weekly Expectations & Performance Tiers

(Weeks run Monday–Sunday and reset every week. “All petitions” means all issues active in your working area.)

Minimum to qualify for / keep lodging – 250 signatures/week (per individual)

  • You must collect at least 250 total signatures in a single Monday–Sunday week to qualify for any housing support and keep lodging.

  • If you do not hit 250 signatures in a week, you lose lodging access and revert to standard street price pay with no lodging, unless re-approved later.

Performance bump – 500 signatures/week (per individual)

  • If you collect 500 total signatures in a week (carrying your assigned petitions):

    • Your lodging reduction improves to $0.50 per signature, per issue for that week (instead of the full $1.00 reduction).

Full street price – 1,000 signatures/week (per individual)

  • If you collect 1,000 signatures in a week:

    • You receive full “street price” pay per petition (no lodging reduction) for that week while still having lodging covered.

Reset

  • All counts and lodging/pay adjustments reset every Monday.

  • Each week stands alone: your rate for one week does not carry over to the next.
